December 2016, Illinois enacted S.B. 2814, which made several major changes to energy policy including changes to the renewable portfolio standard.

The Illinois Power Agency (IPA) and the Illinois Commerce Commission (ICC) have implemented a Long-Term Renewable Resources Procurement Plan Adjustable Block Program (ABP). The ABP offers capacity-based blocks set at predetermined prices for 15-year REC contracts.
